The goal of the Farmers’ Market Nutrition Program (FMNP) program is to help local farmers expand their sales at farmers' markets and farm stands and to foster healthy communities though the consumption of locally grown, fresh fruits and vegetables. FMNP is two federal programs: the Women, Infants, and Children (WIC) Farmers' Market Nutrition Program and the Senior Farmers' Market Nutrition Program. In New York State, the Department of Agriculture and Markets administers these as one program.
WIC FMNP provides pregnant or nursing mothers, infants and children enrolled in the NYS Special Supplemental Nutrition Program for Women, Infants and Children, with up to $25 in FMNP coupons to buy produce at NYS farmers’ markets, farm stands, and mobile markets.
- Who is eligible for WIC FMNP? Consumers must be enrolled in the WIC program to be eligible to receive WIC FMNP coupons. The WIC Prescreening Tool helps identify who might be eligible for WIC.

Senior FMNP provides low-income seniors with up to $25 in FMNP coupons to buy produce at farmers’ markets, farm stands, and mobile markets.
- Who is eligible for Senior FMNP? Eligible participants must be 60 years or older and have an income less than or equal to 185% of the federal poverty level.

FMNP increases consumer access to local produce and expands farmer sales!
Farmers and farmers’ markets must sign up to accept FMNP coupons each year. There is no fee, but applicants must meet eligibility requirements and sign up with the Department of Agriculture and Markets annually.
- Farmers should apply each year before accepting FMNP coupons at a farmers' market, farm stand, or mobile market. (Farmers who operate a Farm Stand in the FMNP must also apply as a market each year.) Find more information and application materials online.
- Farmers’ markets, farm stands, and mobile markets must enroll in FMNP each year if farmers at that location would like to accept FMNP coupons. Enrollment also promotes the market on the Department of Agriculture and Markets website and helps customers understand where to redeem FMNP coupons. Through a partnership with Cornell campus staff and county-based staff, CCE provides statewide FMNP outreach. CCE staff offer education events to help FMNP coupon recipients select, store, and prepare fresh produce from farmers’ markets. CCE FMNP Outreach also focuses on developing tools for CCE educators. Tools increase educators’ capacity to serve as resources to nutrition assistance program participants, farmers, market managers, and community agencies involved in FMNP.
